
"Concept plans are being done," Rajapaksa, who is also the defence secretary, told an economic forum in Colombo organized by the Ceylon Chamber of Commerce.
"There is under-utilization of land, with the most valuable land not being used for proper projects."
Rajapaksa said land along MacCallum Road in Colombo and a block owned by the defunct Colombo Commercial Company, opposite the Beira lake, had been earmarked for development first.
He said discussions had started with investors who had knowledge about the land.
Rajapaksa said unauthorized constructions in Colombo are being cleared and people being re-settled.
"There is a demand for a large number of economical housing that can be set up in a short space of time," Rajapaksa said.
He said the 'new city' would present some of the largest investment opportunities ever.
Rajapaksa said a canal system from Puttalam to the north-west of Colombo, and going down to Moratuwa in the south was being cleared.
"Here also there are unauthorized constructions which we will have to clear," he said.
Already with the help of the navy a boat service has started.
I think the oldest under ground drainage canal system has to be redesign and modified to suit the present and future conditions. Do not do or spend money on infrastructures with out fixing the under ground drainage network.(sewer system and storm water water diversion is very important.)
If the present ruling government trying continue a another term, this is a good long term plan to succeed as a government. This conceptual modification has to be done in design phase as well as the implementation phase. Remember if you not willing to stay for another term do not start, it will be a total disaster.
